ahl_devil version 1.0 - Paul 'Flashdevil' Plath

To the inhabitants of 'Sao Paulo' the city is more than just a place to live, it is the stirring pot of rebel, gang, and police warfare that has lead to its nickname of 'Devil'. The whole situation that 'Devil' is in now begun with a simple fight between two opposing forces soon engulfed the city into one major war. 

It all started when a rebel mob leader blew up the cafe next to the police department. Not only did the police not respond to the fire which was almost the point of engulfing their station, but they also refused to do any investigation into the matter. All these small little details led up to one factor; the mob had more control than the police. To make matters worse, rebels were running around the city smashing up glass and creating almost territorialistic states around the city. 

Everything in 'devil' was going down hill at an alarming rate, until one man stepped up and decided to make a change, that man was Carlos 'Ferret' Santiago. Carlos saw and felt that the city was going into a trend of death. Not only was his family killed in a mob war, but he saw the brutal beatings that the mob and rebels ensued on the civilians. He saw that the civilians were now armed and just as dangerous as the mob and rebels, and he saw a world caving in on itself. 

The first thing Carlos did was denounce the mob and everything it stood for. This of course did not make the mob happy at all. Not only did Carlos loose all security, but he gained an enemy. The mob started making routine hits on the police station. Though they never killed anyone, they damaged the police department to the point where most of the front entrance was re-done. Then, they roughed up police men in the streets. Once again, the police feared for their lives every time they went out on duty, some times the police would actually lock themselves into their apartments until their shift was over. Carlos felt he failed to make a change, but he never saw what he helped Sao Paulo to become, so he resigned and left the city.

It is now the job of the roleplayers to take control of the city or to tear it down into a amusement park for the mob, rebels, or any other deciding force. You decide what becomes of Sao 'Devil' Paulo, and you decide the fate of its inhabitants. Make wise choices.
