Background: Terrorists are expecting a drug
delivery by boat. To ensure no CT will try to
interfere with their plans, they have taken hostages.

Counter-Terrorists: Prevent the terrorists from
killing the hostages at all costs. Eleminate all
Terrorist threats.

Terrorists: Prevent the Counter-Terrorists
from rescuing the hostages.
