Suburban Residence - Hostage Rescue

After a pursuit through half the country a gang of terrorists
have taken shelter in a local residence. 
They have taken the inhabitants as hostages and threaten to kill
them if they are not given safe-conduct.

Counter-Terrorists: We can't let them leave the house with the
hostages! Use any force necessary to free them!

Terrorists: Anti-terror forces are enroute to free the hostages! 
Keep them at all cost, they are our only way out!

Other Notes: 
There are 4 hostages in the house.
