Counter-Terrorists: 

Briefing: Terrorists have seized control of
a secluded government research facility. The
facility is currently in use for a symposium
on energy alternatives and two of the
attending scientists have been taken hostage.
Enter the facility and, using lethal force
if necessary, rescue the hostages who are
believed to be held in the first floor library.

Terrorists: 

Briefing: We've taken control of a 
government 'research' building which is
being used as a front for the development
of weapons technology. The SWAT team arrived
before we could get out - someone must have 
triggered a silent alarm. Guard the hostages
- we may need them for leverage.
