Terrorists are trying to blow a hole in a dam to cover their escape
by flooding the valley below.

Terrorists, inflitrate the building and either bomb the turbine room or
the ducting embedded in the dam.

Counter-Terrorists - Stop them at all costs, flood of the valley
will costs 100's of lives.
