Counter-Terrorists: Prevent the Terrorists from bombing the Embassy. If the Terrorist force succeeds, thousands of lifes will be lost in the middle east.

Terrorists: Bomb the Embassy in order to hinder the migration of citizens.  Also, eliminate any Counter-Terrorist hostiles.
