When virus went out of control and turned into pandemic, isolation zones were created. 
This is zone number 49, one of the largest isolation zones in eastern europe.

Terrorists: Government is using your people as lab rats. Your task is to create diversion 
at bombsite B in the sewers or blow the gate open at bombsite A so I can evacuate as many as possible.
I created copies of the RFID card I stole from CT, you need it to operate the security gate to bombsite A.

Counter-Terrorists: Your task is to eliminate the militia planning to compromise the facility "Zone 49". 
There are civilians in this area, so control your fire and escort civilians to the base if needed.
Ignore one civilian, he locked himself well into the computer room and may shut it down if he's
agitated too much, there is other organisation that deals with him later.

Note: There are 2 bombsites and one civilian. Other civilian is unrescuable by design.
