Background:
New York City. Home and target of most terrorist
threats and attacks. One of their targets happened
to be this small district, located on the Northside
of Manhattan. 

Counter-Terrorists: 
Since the NYPD isn't able to stop the terrorist
groups from gaining power in that district, you 
are asked to clean it up by eliminating all 
terrorists, at all costs.

Terrorists: 
You have the power over the small district and you 
must protect your supremacy by eliminating all 
members of the counter-terrorist force.
