Border1b - Prevent / Escort / Escape

Objective:
1. Immigrants, cross the border.
2. MiB, get Immigrants to cross.
3. Border Patrol, stop them both.

Other Notes: Immigrants on the road are immediately
caught.  Any Border Patrol officers who cross into
the other country shall be punished.  The MiB and
Border Patrol only have 5 lives, so when its your 
last life change teams or be stuck in observer for
the rest of the game.
